The Council recognised the importance of a strong industrial base and\u00a0identified both production and investment as key drivers\u00a0for EU\u00a0economic growth and jobs.<\/p>\n<p><strong>Key priorities<\/strong><\/p>\n<p>The Communication sets out the Commission\u2019s key priorities for industrial policy and provides an overview of actions already undertaken. It also puts forward new actions to speed up the attainment of:<\/p>\n<ul>\n<li>mainstreaming industrial competitiveness in other policy areas to sustain the competitiveness of the EU economy<\/li>\n<li>maximising the potential of the internal market<\/li>\n<li>implementing the instruments of regional development in support of innovation, skills, and entrepreneurship<\/li>\n<li>promoting access to critical inputs in order to encourage investment<\/li>\n<li>facilitating the integration of EU firms in global value chains.<\/li>\n<\/ul>\n<p><strong>Outcome<\/strong><\/p>\n<p>A number of key actions have been taken as a result of this communication to promote\u00a0competitiveness and innovation; improve regulation,\u00a0the internal market, conditions for\u00a0internationalisation\u00a0and access to critical resources.\u00a0Measures have also been taken to help support strategic sectors.<\/p>\n<p>In addition, the Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs is currently preparing a\u00a0<strong>roadmap outlining the steps to be taken to implement the new industrial policy across the EU<\/strong>. The Council will address\u00a0these issues during the Europe 2020 Strategy review, in March 2015.<\/p>\n<ul>\n<li>More on the\u00a0<a href=\"https:\/\/ec.europa.eu\/growth\/industry\/policy\/renaissance\/actions_en\">key actions<\/a><\/li>\n<li>The 2014 Communication, &#8216;<a href=\"http:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX:52014DC0014&amp;locale=en\">For a European Industrial Renaissance&#8217;<\/a><\/li>\n<\/ul>\n<p><strong>Previous Industrial Policy Communications<\/strong><\/p>\n<p><strong>2012 Communication: A Stronger European Industry for Growth and Economic Recovery<\/strong><\/p>\n<p>The 2012 Communication,\u00a0<a href=\"http:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX:52012DC0582&amp;locale=en\">A Stronger European Industry for Growth and Economic Recovery<\/a>,\u00a0launched a new partnership between the EU, Member States, and industry. It focused on four pillars:<\/p>\n<ul>\n<li>investments in innovation<\/li>\n<li>better market conditions<\/li>\n<li>access to finance and capital, human capital, and skills<\/li>\n<li>six task forces put in place to boost investment in innovation.<\/li>\n<\/ul>\n<p><strong>Outcome<\/strong><\/p>\n<p>As a result of this communication:<\/p>\n<ul>\n<li>task force reports were launched<\/li>\n<li>a\u00a0<a href=\"https:\/\/ec.europa.eu\/growth\/industry\/policy\/renaissance\/high-level-group_en\">High-Level Group (HLG) on Business Services<\/a>\u00a0was to identify ways to strengthen the growth of the sector in the EU<\/li>\n<li>mainstreaming of this policy priority across all sectors is in progress<\/li>\n<li>The Intellectual Property Rights helpdesks for\u00a0<a href=\"http:\/\/www.latinamerica-ipr-helpdesk.eu\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.latinamerica-ipr-helpdesk.eu\/&amp;source=gmail&amp;ust=1472739266517000&amp;usg=AFQjCNHJUIOpzDrQZt45Srw2XKD04s_04w\">Latin America<\/a>,\u00a0<a href=\"http:\/\/www.china-iprhelpdesk.eu\/frontpage\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.china-iprhelpdesk.eu\/frontpage&amp;source=gmail&amp;ust=1472739266517000&amp;usg=AFQjCNGhYItk3jzgm82j3J_ACqh4fDqXdQ\">China<\/a>\u00a0and\u00a0<a href=\"http:\/\/www.southeastasia-iprhelpdesk.eu\/en\/frontpage\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?hl=en&amp;q=http:\/\/www.southeastasia-iprhelpdesk.eu\/en\/frontpage&amp;source=gmail&amp;ust=1472739266517000&amp;usg=AFQjCNGlJysnftqofBpmd4L987uDvSFELQ\">South-East Asia<\/a>\u00a0were set up<\/li>\n<li>the\u00a0<a href=\"https:\/\/ec.europa.eu\/growth\/smes\/promoting-entrepreneurship\/action-plan_en\">Entrepreneurship Action Plan<\/a>\u00a0was adopted<\/li>\n<li>\u2018<a href=\"https:\/\/ec.europa.eu\/growth\/tools-databases\/newsroom\/cf\/itemdetail.cfm?item_id=6407\">Missions for Growth<\/a>\u2019 have been undertaken<\/li>\n<li>the competitiveness of small and medium sized-enterprises (SMEs) has been prioritised in EU countries\u2019 Cohesion programmes for 2014-2020.<\/li>\n<\/ul>\n<p>A public consultation was launched in preparation fo the communication.\u00a0DG Internal Market, Industry, Entrepreneurship and SMEs also organised the conference, &#8216;Industrial Renaissance &#8211; European Industrial Policy&#8217;, after the publication of the Communication.
